With the entry into force of Royal Decree 141/2012, the certificate becomes necessary to perform any procedure related to residential use, or sale, rental, transfer of use or supply of energy services contracting.
The housing subjected to rehabilitation or demolition, or certifying a change of use, are cases of exemption from the requirement of possession of the certificate of habitability.
